Xander Harcourt
Commissioner, Ward 1 — Liaison for Police & Code Enforcement
Biography
Xander Harcourt has been a Prince George’s County homeowner for nearly 15 years and a homeowner in the incorporated City of District Heights for over three years. He resides on Gateway Blvd.
Xander currently works as a Program Analyst at the Library of Congress, where he has served for more than 20 years. During this time, he has gained extensive management and project management expertise (certified in Agile Product Management with Scrum and experienced in Waterfall Project Management). He has served in the Copyright Public Information Office, traveling nationwide as a subject matter expert. He is also a 2020 Library of Congress Leadership Development Fellow and a 291s AIPLA Award recipient for outstanding public service as a Senior Copyright Information Specialist.
Prior to relocating to Maryland, Xander worked for the Detroit Police Department as a Child Abuse Detective. As a patrol officer, he served as the Community Policing Liaison, working closely with seniors and advising youth aged 13–18 through the Law Enforcement Explorers program. He received certification from Virginia Tech in Community Policing and D.A.R.E. His assignments included working with the Chief’s Staff in the Planning and Inspection Unit, writing department policy and procedures, and serving in the Public Information Office processing FOIA requests and issuing press statements.
Xander has volunteered with Everybody Wins!, mentoring 3rd- and 4th-grade children to foster literacy. He has also participated in and supported numerous charity events, including bike-a-thons benefiting underprivileged youth. He regularly contributes time and resources to CFC-supported charities.
He has been active in District Heights civic efforts, serving on the Website Committee and Census Committee—networking with the Census Bureau to secure promotional items for the City. Xander also organized “Get Out the Vote” drives and food giveaways during the last presidential campaign, partnering with Saint Paul Church and Commissioners Miller and Irving to register residents and educate them about the voting process.
Goals as Ward 1 Commissioner
- Work collaboratively to support the installation of a permanent Police Chief.
- Serve all residents of District Heights as a responsive and accessible commissioner.
- Lead with trust, accountability, and integrity.
- Work professionally and respectfully with residents, the Mayor, Commissioners, and staff—listening deeply and engaging with curiosity.
- Increase voter participation and community engagement — This is *your* government!
- Expand community programming that appeals to a broader demographic beyond youth and seniors.
- Promote technology that enhances efficiency, sustainability, and appeal for residents, businesses, and staff.
- Support inclusive outreach that reflects the City’s rapidly diversifying community.
- Introduce cultural programs centered around the arts, such as a District Heights Artscape modeled after Baltimore’s event.
