General
District Heights, Maryland seeks to obtain high quality goods and services at reasonable cost and value and to ensure all procurement procedures are conducted fairly and without impropriety. District Heights relies on local businesses and companies throughout Prince George’s County, the State of Maryland, and the nation to deliver services for residents and taxpayers. Regularly procured goods and services include:
- Engineering, architecture, and design
- Office supplies
- Fuel, oil, and lubricants
- Paving, roadway, and sidewalk construction and repair services
- Computer software and subscriptions
- Consulting services
- Electrical, HVAC, and plumbing supplies and services
- Vehicles, vehicle maintenance, auto parts, and tires
- Hospitality and event supplies and services
Authority
The City Manager has authority to award procurement contracts under $15,000. Contracts for goods or services over $15,000 require legislative approval.
Solicitation Process
The City purchases a wide variety of goods and services and seeks to procure those that provide the greatest value to residents in a cost-effective and timely manner. Competitive sourcing is used for all requirements over $5,000. All formal solicitations are posted on the City’s website and on digital procurement portals available in Maryland. Responding to Solicitations
Deadlines that fall on days when business operations are suspended (e.g., snow days or emergencies that close City administrative operations) are automatically extended to the next regular business day at the time stated in the IFB/RFP. District Heights may also hold pre-bid or pre-proposal conferences.
Visits by Vendors
Suppliers may meet with the City Treasurer and/or City Manager by appointment. Walk-in visits to the General Government offices are also permitted.
Open Records
Procurement proceedings, records, contracts, and orders are public records open to inspection by any citizen or interested party, in accordance with the Maryland Public Information Act.
